Guyana needs a thorough overhaul
Greetings to you all!

I firmly believe that the nation of Guyana needs a thorough overhaul. This overhaul encompasses every aspect of life in Guyana. The initial stages ought to take place within the government bureaucratic apparatus, especially within each Ministry.

If I were the President of Guyana, I would definitely suspend the current Constitution and invoke the 1980 Constitution, with additional clauses. This action would enable me to achieve my goals for the betterment of the Guyanese people in the long term.

With an expanded 1980 Constitution, I shall appoint three Assistant Ministers and one Deputy Minister to each senior Minister in my Cabinet. I shall appoint a Minister without Portfolio, in my office, with responsibility for overseas Guyanese. With about an equal number of Guyanese at home and abroad, the reason is obvious.

The responsibilities of the overseas Guyanese Ministry are not obvious, but specific. This Minister will establish liaison and rapport with the Diaspora with a view to aggressively encouraging them to return to Guyana to help develop their communities and invest in new and existing businesses.

This Minister shall establish goals with me and the results will be monitored by me.

The Assistant Ministers will be assigned to specific areas within a Ministry. For example, in Agriculture there will be an Assistant Minister for Drainage and Irrigation, one for Pests and Chemicals and one for Marketing. They will not be holed up in offices, but will be constantly moving and interacting with the farming community to serve the needs of the farmers across Guyana. The Deputy Minister will also directly interface with the farmers at the pleasure of the Minister or myself.

Each assistant Minister will solicit and respond to feedback from the public.

After my first Cabinet meeting, all senior Ministers will return in two weeks with a list of three major areas of concern within their respective Ministries. These will be discussed with and documented by me.

An "action plan" will be discussed and developed between the Minister and myself. I shall have working breakfasts, lunches and suppers with all senior Ministers so as to be kept abreast of the progress of each Ministry. Senior Ministers can be terminated and assistant Ministers can become senior Ministers. There will be monthly meetings with the three assistant Ministers.

After all major problems have been resolved the redundant officials will be reassigned as needed by the government.
